why have a procedural by-law?
The Municipal Act (Section 238) makes it mandatory for every municipality and local board to adopt a Procedural By-Law.
The Procedural By-Law sets out the rules by which meetings are conducted. The by-law contains provisions for items such as public meetings, conduct for the public, staff and members of Council, reporting, the order of business, how to become a delegation and how minutes are taken and posted.
