At the Town of South Bruce Peninsula Council meeting held on February 16, 2021 Council acted on the following items:
Delegations

Council received a delegation from Linda Isbester, Cory Dobbyn, Sandra Clarke, Roberta Davidson, and Gena VanDorp of the Physician Recruitment and Retention Committee. The Committee updated Council on their accomplishments and requested funding.

Council received a delegation from Paul Sapounzi, Yaser Rahmanian and Judith Amoils, of The Ventin Group Architects regarding the Town Hall Administrative Space Needs Study Interim Report

Council received a delegation from Marianne Love, ML Consulting regarding pay equity. This delegation was heard in Closed Session.
New Business and Matters of Urgency

Council agreed to maintain status quo and not provide fire suppression services to any island properties and that the Town continues meeting the requirements of the FPPA with regards to fire prevention through public education programs and fire investigation following fires on island properties. They also agreed to a one-time donation of surplus equipment with staff being directed to ensure that liability is addressed and report back to Council on the outcome of the donation.

Council received Director of Financial Services report regarding the Operating Variance Report as at December 31st 2020 and agreed that the 2020 tax-supported surplus position be utilized to fund the purchase of a grader under capital project FL-20-03 in the amount of $471,209.85. They also resolved that the remaining tax-supported operating surplus be placed in Working Capital Reserve Fund 10-00-221400-0000 and that other year end positions be closed out in accordance with Section 8 of the Reserve and Reserve Fund Policy. They also directed staff to investigate and report to Council on the costs to store herbicide, purchase equipment and have one or two employees trained to be able to purchase and apply herbicide in an effort to control Phragmites and other invasive species.

Council received the preliminary report from +VG Architects and directed them to bring back three options for a Master Site Plan on the Jenny Street site.

Council received report LS14-2021 COVID Discussion, dated February 16, 2021 for information.

Council directed that the necessary by-law to appoint Bill Jones as the Chief Administrative Officer for the Town of South Bruce Peninsula be placed on the agenda of an upcoming Council meeting for consideration.

Council directed that the necessary by-law to permit the Mayor and Clerk to sign an agreement with 1871506 Ontario Ltd. for the lease of 7 Southampton Parkway as a municipal paid parking lot be placed on the agenda of an upcoming Council meeting for consideration.

Council directed staff to place the annual report on building fees and costs for 2019 on the Town website for public viewing.

Council supported and encouraged the residents of South Bruce Peninsula to be inclusive, tolerant and supportive of all community members regardless of their race, origin, gender or sexual orientation and encouraged residents wishing to have regulations regarding the flying of flags on private property contact the MP to effect change to the Criminal Code of Canada and the Charter of Rights and Freedom.

Council directed staff to investigate the implementation of loading and unloading zones at the beach accesses on Sauble Beach and that the investigation should include licensing users of the loading and unloading zones. Council also directed staff to make sure that appropriate signage is installed at the beach accesses, on the parking and beach sides, to clearly identify the access addresses. The Economic Development Officer was directed to speak to potential new businesses to advise of Council’s position on the loading and unloading zones.

Council directed that the Mayor send correspondence to MPP Bill Walker
seeking his assistance and support to ensure that an appropriate governance model becomes a part of an approved Grey Bruce Ontario Health Team.

Council decided that they would not provide comments until an application is submitted to the MNRF and the application is posted for public and agency comment with regard to Hope Bay Quarry Inc.’s plans to increase the annual tonnage to 250,000 tonnes per year for Aggregate Resources Act License 461, 1664 Bruce County Road 9.

Council directed that the necessary by-law to permit the Mayor and Clerk to sign the closing documents for the purchase of Purchase of Part of Park Lot B Plan Wiarton as in R246275 Except Pt 8 Pl 729 is placed on the agenda of an upcoming Council meeting for consideration and that the purchase of the property is funded from the proceeds of the sale of the Wiarton Airport, currently held in the Working Capital Reserve and earmarked for special projects.

Council directed the Public Works Department to investigate the implementation of a bus loading and unloading zone in downtown Wiarton and directed staff to contact the Grey Transit Route organizers to negotiate use of the Town's loading and unloading zone, once established.

FIN05-2021 Pay Equity and Compensation Review and Delegation – Marianne Love, ML Consulting-The consultant provided information for Council consideration. In Open Session, Council directed staff to bring a report and by-law to an upcoming meeting to allow Council to adopt the updated pay equity plan and pay grids.
