At the Town of South Bruce Peninsula Council meeting held on July 19, 2022 Council acted on the following items:
Public Meetings
Zoning By-Law Amendment Application Z-2021-102 1 5th Avenue, Taborek. The application proposes to add site specific provisions to facilitate the construction of a garage and to recognize an existing Bunkie. This proposed amendment will also facilitate a vacant lot addition, splitting the vacant residential lot to the south of 1 5th Avenue and adding each half to the subject lands as well as the neighbouring lands to the south. The severance applications are being processed separately and are file numbers B-2021-142 and B-2021-143. The by-law will be on an upcoming agenda.
Zoning By-Law Amendment Application Z-2022-050 10 Lilac Lane, McCarron. The application proposes to add site specific provisions to the existing Resort Residential R2 zone to permit up to five (5) hens. The by-law will be on an upcoming agenda.
Delegations
Joanne Lancaster and Sheila Ewing, Wiarton Propeller Club regarding future plans. The delegation was presented in camera.
New Business
- Council received for information Report FS18-2022 regarding the Capital Status Update at June 30th, 2022. The update provides a monitoring mechanism for approved capital projects. There are 72 active capital projects for a total approved budget of $16,361,768 comprised as follows • 2 Infrastructure projects totaling $8,127,666 that may span two years; • 30 projects carried forward from 2021 and prior years totaling $3,492,979 • 36 projects approved in 2021 totaling $3,734,011 • 4 additional projects approved by Council resolution in 2022 in the amount of $1,007,112.
- Council received report LS48-2022 regarding a request for paid parking passes from Grey Bruce Health Unit. Council supports the issuance of 2 Paid Parking Permits annually to be used by the Grey Bruce Health Unit only while performing Beach water sampling.
- Council received and supported LS49-2022 regarding a request from the Wiarton Propellor Club pertaining to the Community Grant Program 2022 to allow for the Propellor Club to host a second youth activity on a Professional Development Day in 2022 to use the unspent funds.
- Council received report LS50-2022 regarding Consent B-2022-049, 490 Spring Creek Road, Grey Bruce Sod Supply. The consent proposes to divide 490 Spring Creek Road so that the farm dwelling becomes separated from the remainder of the farm acreage. The residence would consist of 2.47 acres and the remaining farm land would be 108.72 acres. The applicant will pay an administration fee of $350.00 to the Town.
- Council received report PW29-2022 regarding the Cemetery By-Law and Fee By-Law update. A columbarium has been recently installed in Edgehill Cemetery and the Town will soon be able to sell the niches. The by-law to accommodate changes in the cemetery relating to the columbarium and the fees by-law to include the rates of niche sales and interment costs will be on an upcoming agenda.
By-Laws
Council approved the following by-laws:
By-Law 52-2022 to Provide for the Applicability of the Line Fences Act in the Town of South Bruce Peninsula. The Line Fences Act provides for the resolution of disputes between property owners regarding the construction or reconstruction of fences on property boundaries. If the property owners cannot agree on their boundary fence, Fence Viewers are sent to hold a hearing and make a determination on the type of fence to be constructed and what portion of the cost the fence is to be paid by each property owner. Staff are requesting that Council considers adopting a by-law which would exempt from the Line Fences Act, all properties in South Bruce Peninsula except those upon which a farming business is being operated and those which are adjacent to a property where a farming business is being operated.
By-Law 53-2022 to Set Fees for the Services Performed by the Corporation of the Town of South Bruce Peninsula. The fees by-law has been updated to include the Fenceviewer Charge of $150.00 per viewer, per visit.
Matters of Urgency
MP Alex Ruff requested that Council select a deserving community member to be presented with the Queen’s Platinum Jubilee Award. Council selected and submitted the recipient’s name.
Notice of Motion
Council supported the notice of motion put forward by Mayor Jackson regarding the shortage of physicians in Ontario which is leaving many people without access to medical care. The Town of South Bruce Peninsula has taken steps to support the recruitment of physicians by earmarking money to be used in a variety of ways such as marketing, hiring a recruiter, providing money for new physicians to set up office space or for housing. A letter will be sent to the Provincial and Federal Governments requesting the recognition of the shortage of physicians including specialists and general practitioners and to provide support and subsidies to students entering medical school with the intention of becoming practicing physicians in the Province of Ontario. This Motion will also be sent to all 444 Municipalities in Ontario asking for their support.
Closed Session
Council received a Delegation from Joanne Lancaster and Sheila Ewing regarding future plans of the Wiarton Propeller Club.
